In August 2024, a third round of HDB cooling measures lowered the LTV limit for loans, and in October, new classifications for BTO flats were introduced to keep popular areas accessible, stabilise resale prices, and reduce the "lottery effect."
The new classification for BTO flats however may exacerbate the issue by drawing a clearer line between expensive and affordable flat clusters, deepening the lottery effect.
Furthermore, the 10-year MOP for Plus and Prime flats will create a supply vacuum for some years. There is a period of five to 10 years when there is no new supply of flats to the resale market in the Plus and Prime areas, as most of the projects will fulfil their MOP in 2038 and the few Standard BTO projects in the vicinity will complete their MOP between 2028 and 2033.
Due to the supply vacuum, asking prices of Plus and Prime flats in 2038 will likely be higher than current prices of up to S$1.2 million for a four-room flat. This will still give a sizeable gain for sellers even after factoring in the subsidy clawback.

In our latest Huttons Connect bulletin, we highlight that as of 3Q 2024, there are 341,131 completed non-landed dwelling units across more than 2,400 projects in Singapore.
