In 4Q 2023, the strata office market saw an estimated 82 transactions, 10.8% more than the previous quarterβs 74 deals. This may be due to investors looking for investments which are not subjected to the ABSD which was raised in April 2023.
While the economy saw better growth in 4Q 2023, most occupiers remained cautious in their expansion plans and preferred to renew or adopt flexible space as their office space strategies. Occupancy rate of islandwide office space increased by 0.1 percentage point to 90.1% on the back of low new supply of 97,000 sq ft. The Downtown Core Planning Area saw the biggest gain in demand.
This year, the office market may see an injection of more than 3 million sq ft of office supply from IOI Central Boulevard Towers, Labrador Tower, Keppel South Central and Paya Lebar Green. This large supply of office space is likely to keep growth of office rents in check and keep up downward pressure on occupancy rate in 2024.
The retail sales index in 4Q 2023 was 8% higher than 3Q 2023. This increase in quarterly retail sales was due to year-end festivities, with items on discounts and some consumers rushing purchases before the GST hike to 9% this year. Islandwide demand for and supply of retail space in 4Q 2023 expanded by 678,000 sq ft and 226,000 sq ft, respectively.
In 2024, inflationary pressure is likely to ease and the tourism sector is expected to see further strengthening which will give a boost to the retail sector. The MICE sector will host major conferences and a series of major concerts are in the pipeline. These will support the demand for retail space thus retail rents are estimated to see further improvement this year.

For the year 2023, rents of private non-landed homes rose 6.9 per cent, less than the near 30 per cent increase in 2022. Notably, Districts 21, 4, and 26 witnessed rent declines, while Districts 25 and 22 saw rent hikes.
Looking ahead, rents are forecast to move higher in the next few years, on the back of lower supply. Moreover, tenant demand may pick up on the back of better economic growth in 2024.
